Minutes of September 24, 2018
Present: Dorothy Heinrichs, Robert Ells, Tamara Fairbank, and Sandi Pierson (clerical).Others present: Bev Ells, Terrance McQueeny, and Billie Brockhum.
Meeting opened at 6 PM. Attendance taken by the secretary.
Minutes:

The minutes of August 14, 2018 were approved. Tamara abstained from approval because she was not at the meeting.

The minutes of August 28, 2018 were approved. Dorothy abstained from approval because she was not at the meeting.

The minutes of September 10, 2018 were approved. Bob Ells abstained from approval because he was not at the meeting.
MS-1: The Board signed the 2018 MS-1 (Valuation of the Town)
Correspondence:

The Board signed a letter to Kathleen Stacy addressing concerns she had brought to the Board regarding Tuttle Hill Road and the Mascoma 10 school bus route.

The Board signed a letter to Canaan Town Administrator Mike Sampson in support ofCanaan’s negotiations with the Canaan FAST squad. The letter of support included the provision that the 2019 charge to Orange not exceed the $10,060.79 quote given to the Board by Mike at an earlier Select Board meeting.
Building permit: The Board reviewed and signed a building permit for an 8 x 8-foot accessory building for Ernest and Elizabeth Mills/269 Cardigan Mountain Road/Map 3, Lot 59. The application was already reviewed and signed by Building Inspector Don Pfaefflin. The permit is subject to the application fee.
Other:

A letter was received from West Central Behavioral Health requesting a 2019 contribution of $400. This is an increase of $50 from 2018. The request will be forwarded to the Budget Committee.

Information was received from the Upper Valley Lake Sunapee Regional Planning Commission outlining the ten-year transportation improvement plan for NH. This will be forwarded to the road agent.

A notice was received from the State that they have deposited $8,356.12 into the town’saccount which are the FEMA funds for Disaster 5355-DR-NH (rain damage from 10/29/17 to 11/01/2017).
Other business: Dorothy asked Sandi to send the road agent an email reminding him that “stop”signs need to be installed at the terminuses of Burnt Hill and Razor Hill roads. Additionally, see if he can do something about the rain washout at the bottom of the Town House driveway.
Secretary’s Report:
- The MS-1 and MS-4 are ready to be submitted to the DRA. All requisites for setting the tax rate have been completed. According to the DRA, the FEMA funds will be accounted for on the MS-535 (Financial Report of the Town) and not on the Revised Revenue Estimates (MS-4). Those funds will increase the Unexpended Fund Balance.

Dorothy updated the Board on the progress of the Natural Resources Inventory. A limited amount of copies will be available for review at town meeting. It will be available for public access online.

Tamara said the public is encouraged to attend the Historical Commission meeting onMonday, October 1 to discuss and partake in the town’s 250th celebration.
