Minutes of September 12, 2016

 

Present: Dorothy Heinrichs, Chair; Robert Ells, Lyell ‘Skip’ Smith, and Sandi Pierson (clerical). Others present: Beverly Ells, Tamara Fairbank, Sam Fouad, and Charlie Chandler.

Meeting opened at 7:00 PM.


Minutes:
The minutes of August 23, 2016 were unanimously approved.

Informational: Charlie Chandler, Democratic candidate for NH Senate District 2, spoke about his candidacy for office. District 2 is comprised of 27 towns in three counties. Mr Chandler summarized his 45 years of experience in administration and government including as Warren Select Board member, Ballot Law Commissioner, NH House Representative, State Election Monitor, and School Moderator.

Answering a question from Dorothy, Mr. Chandler stated that a key undertaking will be to work with the towns directly with their concerns and any difficulties they may have with State agencies. Answering a question from Skip, Mr. Chandler stated that he believed public education funds should not be used for tuition to charter or private schools. Bev Ells, a former teacher at Canaan Elementary, applauded Mr. Chandler’s stance on public education funds.

Insurance: The Board reviewed an agreement from Primex for the Contribution Assurance Program (CAP) for fiscal years 2018 and 2019 for the town’s property and liability insurance. After reviewing the current contract with Primex, Skip motioned to approve and sign the agreement. Bob seconded. Motion passed unanimously in favor.

Intent to Cut: The Board reviewed and signed an Intent to Cut for Aaron Dugan and Melissa Eastman/430 Razor Hill Road/ Map 4, Lot 4-1.

Certificate of Occupancy: The Board reviewed and signed the Certificate of Occupancy for Tamara Fairbank/15 Town House Road. The form was already signed by the contractor and Building Inspector.

Other:

  • The Board signed a request for the DRA to send them the 2017 Inventory Forms. There is no charge for these.

  • The Board reviewed the municipal budget report ending August 31, 2016.

  • A notice was received from the Plymouth, NH Planning Board regarding a site plan for the application of a 100-foot telecommunications tower at 583 Tenney Mountain Highway. (About a 1⁄2 mile east of Walmart.)

  • The Board received correspondence from Court Appointed Special Advocates (CASA) requesting a $500 contribution in 2017. (Same as 2016.) This will be forwarded to the Budget Committee.

  • The Board received correspondence from VT & NH Visiting Nurse and Hospice requesting a $1,300 contribution in 2017. (Same as 2016.) This will be forwarded to the Budget Committee.

  • Trash report: As of August 26, 2016 the town disposed of 49.2 tons of trash and 17.06 tons of recyclables. The report did not include large trash pick-up.

  • Bob Ells will call Scott Sanborn regarding some low hanging trees on Burnt Hill Road. He will also ask about the possibility of grading roads before winter.

  • Skip said that the Building Inspector has not yet been able to make contact with the owner of a rundown structure on Eastman Road that a neighbor would like to see condemned.

  • Skip said the assessed value of a utility shed that Tamara Fairbank offered to donate to the town when she constructs a garage is $1500. Tamara said she not certain when the garage will be built.

  • Skip said he met with the staff personnel that advises the Board on municipal welfare for an update.

Secretary’s report:
  • Certificate of Occupancy forms have not been customarily submitted to the office for the Select Board’s signature.

  • No action is required by the Board regarding the Deed Notice List from the Tax Collector that was earlier reviewed in June.

The Board offers their condolences to the family of Henry Minasian who unexpectedly passed away recently. Henry served as a Selectman and Planning Board member in Orange.
