Office of the Select Board

Town of Orange, New Hampshire

Minutes of June 30, 2016

Present: Dorothy Heinrichs, Chair; Robert Ells, Lyell ‘Skip’ Smith, and Sandi Pierson (clerical). Others present: Bev Ells and Maureen O’Reilly

Meeting opened at 6:00 PM.

Dorothy read Donald Pfaefflin’s letter of resignation as Overseer of Public Welfare. Don cited an overload of work and other obligations and stated he would welcome it if the Board could find a replacement that could assume the position. The resignation was accepted by the Board.

The Board unanimously approved the appointment of Maureen O’Reilly to the position. It was noted that Maureen had wide-ranging experience for many years as a former, municipal Overseer of Public Welfare. Maureen took the oath of office.

Maureen said that applications for assistance and other personal paperwork should not be retained at the Overseer’s home and will instead keep them in a locked file cabinet to be housed in the Selectmen’s office. After discussion, it was agreed that applicants will be interviewed at the Town House and Maureen will process them in the Select Board’s office where she will be given a desk to hold her supplies and paperwork. Sandi will pick up any clerical supplies Maureen may need. The Board and Maureen concurred on the payment protocol between the Overseer, the Board, and the Treasurer if funds are to be disbursed.

Maureen stated she will follow up immediately on an unresolved application.

Dorothy stated she already has a hard copy of the Welfare Guidelines and asked Sandi to print copies for Skip and Bob. Maureen will review the current 2013 guidelines and make recommendations to the Board if she sees changes that should be made.

The Board thanked Maureen for accepting the position.

Meeting adjourned 6:50 P.M.

Respectfully submitted, Sandi Pierson
