Minutes of June 26, 2012

Present: Dorothy Behlen Heinrichs (chaired the meeting), Linda Giner, Betty Fulton, and Sandi Pierson (clerical).
Others present: Bob Ells, Henry and Jeanne Minasian, Pat and George White, Jay Heinrichs, Neil Aitken, Gary Hamel, Don and Seth Pfaefflin, Frank Giner, Anita Watson, Brent Stevens, Barbara Smith, and Bill Fulton.
Meeting called to order at 7:00 PM. Attendance taken by the secretary.
Minutes: The minutes of June 11, 2012 were unanimously approved as submitted.
AED: The Board directed Sandi to order the Automated External Defibrillator funded by the Mascoma Savings Bank Foundation which awarded the town a $735.00 grant for that purpose. Brent stated that Mike Eastman of the Canaan Fast Squad will provide complimentary training. Dorothy stated that her daughter, an EMS instructor, will be offering a CPR certification class following the AED training.
Welfare:
- Betty Fulton recounted some focal points on the welfare administration class she recently attended. She stated that training material from the class is available to the other Board members for their review.
- The Board reviewed a number of invoices submitted by the Welfare Overseer. The Board agreed they would reimburse the Overseer $75.00 for numbered voucher forms. Betty felt the expenditure was “fiscally irresponsible” considering the town already had standard forms and if a different person is elected into that position the forms would be invalid because they have Pat Mercer’s contact information printed on the forms. The Board also authorized payment of the training stipend, training mileage, and the hours worked. They would not authorize payment directly to the Overseer for food, gas, other mileage, and credit card interest.
Highway: George White stated he got a call from Ferguson Pike asking where to deliver material ordered in December of 2011. This will be referred to the road agent.
Solid Waste:
- Dorothy stated that the March 25, 2012 trash pick-up netted 1.5 tons of trash and 0.58 ton of recyclables. To date during 2012, the statistics are 29.73 tons of trash and 11.48 tons of recyclables.
- Dorothy noted that Northeast Waste will increase their fees beginning July 2012 to reflect a 2.32% consumer price index. The Board will review the contract.
- Dorothy stated that an issue of trash not being picked up on Williams Road has been resolved.
DRA Forms:
- The Board signed the MS-2 (Report of Appropriations Actually Voted) as prepared by Linda Giner.
- The Board signed the MS-5 (Financial Report of the Town or City Budget) as prepared by Linda Giner. Sandi will remit both MS forms to the NH DRA. Bob Ells will give a copy of the MS-5 to the auditors.
Cemetery: Anita stated that although George Smith had good intentions in clearing trees and brush from the French Cemetery, it was not an appropriate thing to do because bringing in the equipment was not suitable with the layout of the cemetery. Anita spoke with him about the Cemetery Commission’s concerns and told him they did appreciate his good intentions.
Orange Pond Players: Dorothy stated the Orange Pond Players theater group would be using the town house on June 29 for a performance. The townspeople are invited to a public performance on July 7 at 3 PM with a pot luck meal to follow. Dorothy said that the story done on the Orange Pond Players in Southwest magazine is posted at the website OrangeNH.us.
Intent to Cut: The Board reviewed and signed an Intent to Cut Wood or Timber for Sal Guadagnino and Rosemary Haness at Topsfield on Tuttle Hill Road.
Public comment: none
Vouchers reviewed and signed.
Oath of Office: Bob Ells took the oath of office as Selectman. Linda Giner, who was stepping down, turned over her keys to the town house and office to Bob.

Following the meeting there was a reception for Linda honoring her thirteen years as town treasurer and her 2½ years on the Select Board. Gary presented her with a painting he was inspired to paint after a hike to the Pinnacle adjacent to the Tug Mountain summit. The Giners live at the historic “Eastman Farm” and enjoy a view of the Pinnacle. Flowers were presented from Dorothy (orange, of course) and cake and lemonade were enjoyed. We all wish Linda and Frank the very best as they take new directions with their lives.
