Town of Orange, New Hampshire 

Minutes of February 26, 2018 


Present: Dorothy Heinrichs, Chair; Robert Ells, Skip Smith, and Sandi Pierson (clerical) 

Others present: Bev Ells 

Meeting opened at 6 PM. Attendance taken by the secretary. 

Minutes: The minutes of February 13, 2018 were unanimously approved. 

2018 Warrant: The Board signed the 2018 warrant and will be posted at the Town House. 

Auditor: The Board reviewed an email from Matt Angell stating that to satisfy the guidelines of standard practice, he needs to convert to a full, annual audit as opposed to the current “consulting job” which includes a brief auditors’ report. The annual cost will increase from $500 to $1000. After discussion the Board unanimously approved Matt’s proposal. 

Other: 

 An invoice was received from Gardner, Fulton and Waugh. Payment will come out of the retainer. 

 A notice was received from the Town of Andover, NH stating they will have a public hearing on February 27 on the proposed installation of a Verizon wireless communications facility. 

 A nodal map which identified roads in Orange was received from the State DOT as well as a bridge report. These will be forwarded to the road agent. 

 

Dorothy and Bob thanked Skip for his time on the Board and his contribution to the town over the years, including as Selectmen between 1981 and 1990. 

Skip has kept a maintenance log of a number of items in the Town House that need to be regularly serviced such as the eyewash station, water filter, and AED. He will be sure the records are in the Town House before he leaves office next month. 

Secretary’s report: 

 There is an $80 labor fee on the Fairpoint bill which neither Sandi nor Sophie knows of a reason for. Sophie and Sandi have been working with Fairpoint in order to stabilize the town clerk’s internet service but there has been no service call inside the building. Sandi will follow up with Fairpoint. 

 The Canaan Recycling facility would like to remind all residents that Styrofoam, paper towels, or any cardboard with food waste on it is not recyclable. The Board agreed that they will send out the Canaan recycling guidelines flyer with this year’s informational directory.
