Minutes of December 27, 2018

Present: Dorothy Heinrichs, Chair; Robert Ells, Tamara Fairbank, and Sandi Pierson (clerical).Others present: Bev Ells and Douglas Weekes
Meeting opened at 6 PM. Attendance taken by the secretary.
Minutes: 
The minutes of December 12, 2018 were approved.

Health Officer: Douglas Weekes gave a 2018 summary as Health Officer. Doug said he attended the annual conference hosted by the NH Association of Health Officers, and had acquired a lot of useful information. A main concern is that companies are targeting adolescents with flavored nicotine devices (e-cigarettes). He spoke about access and entry regulations, dealing with septic issues, and assisting homeowners with water testing. Doug also has been in contact with the Upper Valley Coordinating Council which oversees the Emergency Response Team. He felt it is good to have these contacts should there ever be a widespread natural disaster or pandemic. Doug will prepare a summary of his office for the 2019 town report.

Investment policy: The Board approved and signed the 2019 Investment Policy.
Intent to Cut: The Board reviewed and signed an Intent to Cut for John Gunn/Peaslee and New

Colony roads/Map 3, Lot 47. Logger is Walter Buckwold.

Auditor: The Board received an email from Matt Angell informing them that he would no longer be available for the town’s auditing work. After discussion, the Board agreed they would ask Catherine and Bruce Ells if they would consider being auditors, a position they both have held in the past.

Training request: The Board approved a request from Sandi to attend DRA training for the new web portal for MS-9 data input.

2019 quotes from the town of Canaan:

  •   Ambulance coverage: $10,635.69

  •   Use of transfer station: $15,828.41

    Leash law: Following up on an inquiry at the last meeting, Tam said she reviewed the RSAs regarding leash laws. She said that even though Orange has not adopted a leash law ordinance, there are State statutes that regulate dog issues. The Board agreed because there are State laws, people should call law enforcement if there is a problem.

 Tam said it appeared the tree that fell in the vicinity of the Town House may have shiftedthe propane tank. Sandi will have Skip take a look at it and, if necessary, contact Young’sPropane to have it stabilized.

  •   This Historical Commission will meet on Monday, January 7 at 7 PM.

  •   The Conservation Commission will meet on Thursday, January 10 at 6 PM.
