Minutes of December 11, 2018
Present: Dorothy Heinrichs, Chair; Robert Ells, Tamara Fairbank, and Sandi Pierson (clerical).Others present: Bev Ells
Meeting opened at 6 PM. Attendance taken by the secretary.
Minutes: The minutes of November 27, 2018 were approved.
Investment Policy: The Board reviewed the 2019 Investment Policy. They tabled signing it so Tamara could take time to review it.
School Residency: The Chair signed the school residency list, which are students attending the Mascoma School District. Sandi will drop it off at the SAU on Monday.
Intent to Cut: The Board reviewed and signed an Intent to Cut Wood or Timber for Richard Goodearl/New Colony Road/Map 3, Lot 40-A. Logger is Walter Buckwold.
Leash law: The Board discussed an inquiry of whether Orange had a leash law. The Board concurred that they did not believe a leash law ordinance was ever enacted. The Board will review State regulations in regards. Sandi will let the person who inquired know that presently there is no “leash law” ordinance in Orange.

A notice was received from the State of NH that the 2019 Education Tax will be $67,811.00.

A notice was received from Canaan Town Administrator Mike Sampson that the 2019 cost sharing for fire services for Orange will be $14,296.00. This will be forwarded to the Budget Committee.

The next Select Board meeting will be held on December 27 because the regular meeting date falls on Christmas Day.

A number of capital reserve funds, when drafted and voted on, did not include who the agents to expend were. This came to light when the road agent inquired if paving invoices could be paid out of the Road Improvement Capital Reserve. Legal counsel advised that if no agent to expend was designated, by default it is the legislative body (the voters). After discussion, the Board concurred that they need to review each warrant article that created a capital reserve and decide if they need to follow up with 2019 warrant articles that will designate an agent to expend.
Secretary’s report:
- Sandi will follow up with the Local Government Center regarding a property co-ownerwho wants to relinquish her name from the town’s assessing records.
- A request has been made to have Angel Buckwold do some housekeeping at the Town House before the Harvest Festival, Town Meeting, and Christmas party. The Board concurred.

Bills and vouchers were reviewed and signed.
The Board extends their thanks to the people who made the 42nd annual Christmas Party a great success. This includes Marilyn Johnson, Anita Garland, Gary Hamel, Danny Hazelton, Laurie and Scott Sanborn, Virgil Collins-Lane, and all others who contributed.
