Minutes of November 28, 2017

Meeting opened at 6 PM. Attendance taken by the secretary.
Minutes:
The minutes of November 14, 2017 were unanimously approved.
The nonpublic minutes of November 14, 2017 were unanimously approved.
UVLSRPC: The Board signed a letter to the Upper Valley Lake Sunapee Regional Planning Commission in support of their application to the USDA for a solid waste grant.
Trash pick-up: The Board discussed a number of items relating to the town using the Canaan transfer station as of January 1:
We will contact Canaan Town Administrator Mike Sampson to get details on how the vehicle stickers will be obtained and distributed for Orange residents.
We will ask Mike to draft a formal agreement for the Board to review and sign. The Board would like Canaan to consider an agreement spanning three years.
Sandi will contact Casella to let them know we will not be renewing a contract with them for 2018.
Jay Heinrichs is working on the design of a kitchen magnet that will include the operating hours of the Canaan facility. These will be distributed to residents. The Board unanimously approved the expense of the magnets.
We will do a town-wide mailing in mid-December with all the information needed to begin using the Canaan facility as of January 1.
Other:
A septic approval for construction was received from NHDES for Louise St. Aubin/343 Tuttle Hill/Map 1, Lot 14-E.
Correspondence was received from the Canaan Town Library asking that the town continue making an annual contribution. This will be forwarded to the Budget Committee.
The MS-60W (audit waiver request) signed by the Board at an earlier meeting was approved by the DRA.
Secretary’s report:
The NH Fire Services of Lebanon will stop in Monday to recertify the Town House fire extinguishers.
A Primex representative will visit the Town House on Wednesday to assess the building for insurance purposes. Sandi will be in the office then instead of Friday.
Marilyn Johnson asked if the Board would have the Town House cleaned prior to the Christmas party. After looking over the kitchen and seeing it was in orderly condition, the Board thought it would be more advantageous to have it cleaned following the party.
Reports from other Boards and Committees:
The Orange Christmas party is scheduled for December 10, 2017 at 4 PM. Bev stated that her granddaughter, Mellissa Ells, will be creating this year’s Critter Tales story for the children. With her family, Melissa has raised Guernsey cows at Golden Valley Farm.
The Orange Conservation Commission is hosting a photography contest. Entries will be displayed at the 2018 town meeting. Entries may be used for a 2019 calendar in celebration of the 250th anniversary of the town’s charter.

Bills and vouchers were reviewed and signed.
Nonpublic session: At 7:20 pm Bob motioned to go into nonpublic session pursuant to RSA 91-A: 3-I (c) to revisit an Elderly and Disabled Tax Deferral Application. Dorothy seconded. Motion unanimously approved. Motion to come out of nonpublic session at 7:26 pm. Dorothy stated that a decision was made in nonpublic session to approve a Tax Deferral Application.
