Minutes of November 16, 2012

 

Present: Dorothy Behlen Heinrichs, Bob Ells, and Sandi Pierson (clerical).

Others present: Shelley Gerlaneau was part of the meeting via speakerphone.

Meeting called to order at 3 PM

The Board met to set the 2012 tax rate. The Board reviewed the tax worksheet provided by the DRA that was sent by email.

The county apportionment for Orange for 2012 was $46,413 and the State Education appropriation was $68,492.

After subtracting the state’s education funding to the town ($249,633) and the locally retained Education Tax ($68,492), the actual appropriation to be raised by taxes for the Mascoma School District was $331,162. Shelley said the school tax rate had dropped because the town had overpaid the district during 2012.

After subtracting the incoming revenue of $110,578 from the town’s operating budget, the municipal appropriation for 2012 to be raised by property taxes was set at $116,024. This amounted to $4.10 per thousand dollars of valuation. Shelley stated that there were insufficient funds in the town’s unassigned fund balance to decrease it. (In 2011 $62,535 was accessed from the unassigned fund balance to offset the municipal rate.)

After discussion, Bob motioned to set the 2012 tax rate at $19.77 per thousand dollars of valuation. Dorothy seconded. Motion passed unanimously in favor.
